MSSP
The Multipurpose Senior Services Program (MSSP) provides social and health care management to assist persons aged 60 and over to remain safely at home.
What is MSSP?
MSSP is a Medicaid (Medi-Cal) 1915(c) Home and Community-Based Services (HCBS) waiver program administered by the California Department of Aging (CDA), in partnership with the Department of Health Care Services (DHCS). It’s designed to help frail older adults stay in their homes and communities, avoiding or delaying placement in skilled nursing facilities.
Who’s Eligible?
To qualify, individuals must meet these criteria:

Age: At least 60 years old.

Medi-Cal eligible under a qualifying aid code.

Certified or certifiable for nursing facility placement based on Medi-Cal criteria.

Residency within Lake or Mendocino Counties.
What Services Does MSSP Provide?
An interdisciplinary team, typically a nurse and social worker, conducts thorough health and psychosocial assessments and develops a personalized care plan. Services may include:

Care and case management

Minor home repairs and safety modifications

Supplemental in-home personal care, chores, and protective supervision

Respite services for caregivers

Transportation to appointments

Meal services (home-delivered or congregate)

Social support
-
Communication services, including emergency response systems

Supportive advocacy
Scope and Coverage
As of FY 2023–24, MSSP operates through 37 sites statewide, serving around 10,290 participants.
