Housing Opportunities for Persons Living with AIDS
What is HOPWA?
Housing Opportunities for Persons Living with AIDS (HOPWA) was created by the AIDS Housing Opportunity Act of 1990 and is administered by the Housing & Urban Development Department (HUD). HOPWA is the only federal program dedicated to the housing needs of people living with HIV/AIDS.
Research shows that people with stable housing are far more likley to remain in HIV care and achieve viral suppression. Therefore, HOPWA remains an important part of successfully treating those with HIV/AIDS.
Who’s Eligible?
To qualify, individuals must meet these criteria:

Age: All ages.

Reside in Lake or Mendocino County.

Be living with HIV or AIDS or living with a family member who has been diagnosed with HIV or AIDS.
- Be low income as defined by HUD.
- Be homeless or at risk of becoming homeless.
What services are offered by HOPWA?
HOPWA helps prevent homelessness and provides stable housing so that people with HIV can focus on health and treatment. Individuals who qualify may receive assistance with:
- Emergency Short-Term Rent
- Mortgage
- Utilities
- Emergency Hotel/Motel Stays
- Supportive Services
- First and Last/Security Deposit
Who pays for HOPWA?
There are no fees for our services.
HOPWA is a federally funded program administered by the U.S. Department of Housing and Urban Development (HUD).
What is the difference between HOPWA, CCHAP, and HCP?
HOPWA isn’t specifically about medical care (unlike programs like HCP and CCHAP). Instead, HOPWA ensures that people with HIV have a safe, stable place to live, which is a foundation for staying healthy, adhering to treatment, and maintaining dignity and independence.
How many people are served by HOPWA?
Nationwide, as of 2024, the CDC reports that HOPWA serves over 100,000 people with HIV and their families annually.

Ukiah: Monday – Friday, 8 a.m. – 5 p.m.
Clearlake: Monday – Thursday, 8 a.m. – 5 p.m.
